The Borough Administrator is appointed by the Mayor with the advice and consent of the Borough Council.

The Borough Administrator oversees all municipal departments, coordinates the day-to-day operations of the community and carries out the policies as set by the elected Borough council.

Acting as the principal liaison between council members, Borough departments and the general public, the Borough Administrator oversees a broad spectrum of Borough functions. The manager’s duties include:

  • preparation of council meeting agendas
  • execution and enforcement of Borough ordinances, resolutions and other council policies
  • responsible for Borough purchasing procedures, administrative procedures and organizational structure
  • prepares studies and surveys municipal problems assigned to him  
  • maintains sound personnel practices and appropriate records for all employees
  • implements and enforces the policies of the Borough of Chatham, and investigates complaints regarding municipal operations
  • oversees Borough capital improvement projects
  • assists in the preparation and presentation of the Borough annual budget
  • coordination of municipal property and open space purchases
  • solicitation of grant funding from a variety of sources
  • preparation of all borough communications (quarterly newsletters, annual report and website)
  • Borough representation before agencies including the Morris County Joint Insurance Fund, neighboring governmental jurisdictions, Morris County and the state of NJ
